THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.
This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Submitters are responsible for clearly marking their responses if the information is confidential or proprietary. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission other than acknowledgment of receipt, should the submitter request an acknowledgement. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All submissions become the property of the Federal Government and will not be returned. Responders are solely responsible for all expense associated with responding to this RFI.
This RFI is being published to identify potential sources capable of providing a variety of Advisory & Assistance Services (A&AS) support, with a concentration in capability gap and risk analysis, for the U.S. Department of Homeland Security (DHS) Countering Weapons of Mass Destruction (CWMD) component.
The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 541690, All Other Scientific and Technical Consulting Services. The size standard for NAICS 541690 is $16.5M. Comments on this NAICS Code and suggestions for alternatives must include supporting rationale.
A&AS support will provide services to support CBRN risk assessments, gap analyses, assist with refining, expanding and mapping to CBRN architectures, create operational views (OV-1s), conduct capabilities-based analysis (CBA), and provide analysis and reports to inform the “planning” phase in the planning, programming, budgeting, and execution (PPBE) cycle. This team will provide analytic support to help identify and prioritize unaddressed CBRN capability gaps, and support recommendations for future programs. Analytic inputs from this team will also help support CWMD’s annual Integrated Strategic Planning Guidance. The team will support collection of data from the risk assessments and CBRN capabilities and gaps to produce a report for leadership to use during the annual resource allocation process in the PPBE cycle. An output of the assessments and analysis is the CBRN gap list. This team will use the lists as a tool to support mapping of current CWMD, broader DHS, and other federal programs, as appropriate, as well as the capability the programs aim to address for vulnerabilities to the nation within the CBRN architectures. This team will support various functions within the “planning” phase of the PPBE cycle. This team in ARD will also be responsible to create tools for CBRN risk and capability gap analysis, CBAs, operational views and CBRN architecture development in alignment of program resource requests.
