Notice of Intent to Award a Sole Source Contract

Combined synopsis/solicitation IAW FAR 13.105 (b) and 12.203

United States Special Operations Command (USSOCOM), Naval Special Warfare Group Exercise requires a Force on Force Training Simulator (FOFTS) in support of the exercise training events and the Next Generation Tactical Communications (NGTC) Operational Test (OT).  A determination not to compete this proposed contract will be made pursuant to FAR 13.106-1(b)(2) and 13.501 (a).

This determination is based on the fact that the FOFTS provides advance battle tracking and collections for tactical force on force evolutions. The data provided by the FOFTS is critical to the evaluation of performance during the Exercise and OT. Data collected will validate current Training Tactics and Procedures (TTPs) and enhance critical Peer VS Peer (PVP) TTP development.

The proposed action will be for the negotiation of a Firm Fixed Price (FFP), sole source purchase order to SAAB, INC (CAGE 1QFK5) for this capability. This award and the delivery/performance timeframe is for a one-time training event will be at NSWG and NTC Ft. Irwin, CA, 30 NOV 2023 – 14 DEC 2023.
