Notice of Intent To Award Sole Source - Radiometer Blood Gas Analyzer Maintenance

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT.

The Medical Readiness Contracting Office – West, Fort Cavazos, TX, intends to award a firm fixed price contract on a sole source basis to Radiometer America Inc., 250 S Kraemer BLVD, MS B1.SW.11, Brea, CA 92821-6232, under the authority 41 U.S.C. 1901, IAW FAR 13.106-1(b)(1)(i) Only one source is reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

The purpose of this FY24 requirement is purchase a Blood Gas Analyzer Maintenance Services for Irwin Army Community Hospital (IACH), Fort Riley, Kansas. Award will be on or about August 21, 2023. This supply requirement is commercial in nature and will be a firm-fixed price contract.

The North American Industry Classification System (NAICS) code is 811210, Electronic and Precision Equipment Repair and Maintenance, the period of performance will be from 1 October through 30 September 2023, with three (3) 1-year option periods. The Small Business Size Standard is $34M.

This notice is not a request for competitive quotes. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.

THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES, BIDS, OR PROPOSALS. This is a notice of intent to award a sole source contract for maintenance of the Government-owned ABL80 CO-OX Blood Analyzers through Radiometer America Inc. Due to the proprietary nature of the equipment, this requirement cannot be solicited. The equipment and all parts associated are sole sourced and can be ordered through Radiometer America Inc. Radiometer America Inc. is the only authorized distributor/dealer. The Contracting Officer determined that the circumstances of the contract action deem only one source reasonable available.
