Description

SOURCES SOUGHT NOTICE (SSN) / REQUEST FOR INFORMATION (RFI)

ALL VETERAN-OWNED SMALL BUSINESSES ENCOURAGED TO RESPOND.  The purpose of this sources sought notice is to determine available sources for the requirement, and viability of set-aside for Veteran-Owned Small Businesses (VOSB) or Service-Disabled Veteran Owned Small Businesses (SDVOSB).  Both VOSB and SDVOSB responses are sought.

Interested and capable firms are requested to provide capability statements addressing the following data/information to the attention of the Management Analyst identified herein.

      a)   Company’s name:

      h)   Federal Supply Schedule number (if applicable, meaning your FSS pertains to eLearning / web-based training course development).  Federal Supply Schedule number:

      i)    Statement of Capability, that demonstrates your business’s capability and past performance in providing and meeting the type of service requirement; to include the data and information stated herein.

       In addition to providing your company’s capability statement as it pertains to the requirements of this SSN/RFI, interested and capable firms are also required to provide answers to the following questions.

  1. All learning products shall be designed and built to meet Web Content Accessibility Guidelines (WCAG) 2.0 AA compliance standards for accessibility. All learning products must be thoroughly tested and certified either by the VA Section 508 Office or self-certified by a Department of Homeland Security (DHS) Certified Trusted Tester and submitted to the VA Section 508 Office following their processes and procedures for self-certification confirmation and record keeping. 

Does your business have a DHS Certified Trusted Tester on staff?  If so, please explain.

  1. The Department of Veterans Affairs (VA), Veterans Healthcare Administration (VHA), Employee Education System (EES) exists to develop learning solutions for VA employees. These learning solutions encompass all forms of delivery methodology available. eLearning Division within EES has numerous production teams that use the industry standard ADDIE Model to Analyze, Design, Develop, Implement and Evaluate Web Based Training courses that are hosted on the VA Talent Management System (TMS) and its counterpart outside the VA firewall, VHA TRAIN (Training-finder Real-time Affiliate-Integrated Network). 

Does your business have prior experience with developing/uploading courses to the VA TMS and/or VHA TRAIN?  If so, please explain.

  1. Does your business have experience with instructional design for developing Web Based Training courses?  If so, please explain?

The purpose of this SSN/RFI is for Market Research purposes only and to identify interested and potentially capable vendors.  Final statement of capability response submissions and this form must be submitted via email no later than 12:00 p.m. CT on Wednesday, January 12, 2022

Please only submit the two attachments requested, capability statement and this form.  If your capability statement is multiple documents, please combine them into one.

NO FAX/ FACSIMILE SUBMISSIONS WILL BE ACCEPTED.

Notice to Vendor Community: All businesses who provide goods or services to the United States Federal Government MUST be registered in the System for Award Management (SAM) website www.sam.gov.

Additionally, all Service-Disabled Veteran-Owned Small-Businesses or Veteran-Owned Small-Businesses who respond to a solicitation must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at https://www.vip.vetbiz.va.gov/.

It is your business’s responsibility to monitor Opportunities and GSA E-buy for release of any future solicitations that may result from this SSN/RFI.  However, responses to this SSN/RFI will not be considered adequate responses to any resultant solicitation.
