Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued.

Solicitation number FA301623Q0028 is issued as a Request for Quotation (RFQ).

This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-01 and DFARS Change 12/30/2022.

This RFQ is NOT to be construed as a commitment by the United States Government. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement.  Any costs incurred as a result of a response to this announcemnt shall be borne by the firm and will not be charged to the Government for reimbursement. The Government reserves the right to cancel this solicitation either before or after the closing date.  In the event the Government cancels this solicitation, the Government has no obligation to reimburse for costs associated with providing a quote.

This acquisition is a 100% Services Disabled Veteran Owned Small Business Set-Aside under NAICS Code 541611 with a size standard of $21.5M.

The Defense Priorities and Allocations System (DPAS) rating program does not apply. The following Provisions and Clauses are applicable to this requirement: 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services; 52.212-2, Evaluation-Commercial Products and Commercial Servies; 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services; and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services.  Include a completed copy of the provisions 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment; 52.204-26, Covered Telecommunications Equipment or Services-Representation; 52.209-11, Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law; and 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services with the quotes.  See attached Standard Form 1449 for the full text of the clauses.

Quotes are due to the Contracting Office no later than 10 March 2023 at 10:00 a.m. CST. Submit electronic quotes via email to zerique.montgomery@us.af.mil with a copy to rosario.kindernecht@us.af.mil.  Quotes are to remain valid for a period of not less than 60 days.  Quotes received after the due date and time may be considered "late" and ineligible for award consideration.
