AMENDMENT 1

The purpose of this amendment is to:
1. Update paragraph numbering from 8 to 6 (page 18).
2. Incorporate by reference FAR 52.219-8 (via FAR 52.212-5, page 40)
3. Incorporate Attachment C: Vendor Questions with Answers (page 88).

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
In light of the rapid changes in technology capabilities over the last five years and new policy emphases of the current Administration, the Department requires technical support to develop a new national educational technology plan (2022 NETP). The Department anticipates that this work may build on the framework established in the most recent 2017 plan, including providing updated examples, goals and recommendations, and will further draw on lessons learned during the COVID pandemic. Overall, the 2022 NETP will inspire research, development, and innovation in the use of technology to enhance student learning and enhance the ability of schools and districts to support and evaluate that learning.
