UPDATED PROPOSAL SUBMISSION DUE DATE: 02 AUGUST 2023
In accordance with FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements", The United States Army Contracting Command-Detroit Arsenal (ACC-DTA) is issuing a sole source solicitation (W56HZV-22-R-0092) to Carapace Armor Technology, LLC, for New 'Driver's Ballistic Windshield Kits' (DBWK), aka 'The StrykShield', for the Stryker Family of Vehicles (FoV).
The StrykShield (Part Number (PN) SS-3000-2.5QR-1) is a government unique item that provides vehicle commanders and drivers 270 degrees of increased protection from small caliber ballistic projectiles and fragmentation when operating in combat with the hatch in the open position. The StrykShield enhances the vehicle driver’s situational awareness during rapid maneuvers and navigating tight spaces, increases the commander’s survivability when employing the weapon system, and allows observation of areas not easily observed through the periscopes. The current version of The StrykShield is a re-designed version of the original StrykShield. The original StrykShield was designed for use on the Double V Hull (DVH) and Flat Bottom Stryker vehicle variant, and the modified version is designed for use on the new DVHA1 variant, as well as backwards compatibility with the DVH and flat bottom variants.
Solicitation W56HZV-22-R-0092 is issued in anticipation of a five year Indefinite Delivery Indefinite Quantity (IDIQ) contract with Carapace Armor Technology, LLC, for a minimum of 350, and a maximum of 1350 StrykShields (See attached Solicitation for additional requirement information). All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency IAW FAR 5.207(c)(16) within forty-five days after the date of publication of this solicitation.
The solicitation is issued IAW FAR 4.502 and 5.102 on 30 Jun 2023, and will close on 14 August 2023. A U.S. Government Technical Data Package is not available for this procurement action.
