Description

"Contract action was not awarded competitively."

The Code Maintenance requirement was awarded on 01 March 2019 under order HT0015-19-F-0032; however it was protested on 08 March 2019, and GAO officially docketed the protest (Case Number: B- 417368.1). During the protest and subsequent appeal, DHA's mission needs changed, and the Code Maintenance requirement is scheduled to be phased out. The period of performance for the anticipated Code Maintenance bridge from 01 January 2023 to 31 December 2023 will allow time for the replacement contract action Technology Support Branch – Flexible Agile Development Support (T-FADS) to be awarded. Once T-FADS is awarded, Code Maintenance requirements (which include the following SDD applications: DMHRSi, PEPR, TED, PHIMT, ESSENCE, EAS IV, CCQAS, and HSS) will be assumed into that new contract.  

This J&A will authorize the continued service continuity for DHA until the Code Maintenance requirement is phased out. The bridge contract that will follow this approval is required to ensure the customer does not experience a break in service. The bridge contract will be written with a base period of twelve (12) months.
