Description

Solicitation 12363N22Q4087 Lakeshore Revised Stewardship IRSC replaces the previous solicitation 12363N22Q4051 Lakeshore Stewardship IRSC that was recently cancelled.  A presolicitation notice was already posted under previous solicitation number 12363N22Q4051; therefore, that requirement has already been met.  

Background

The Lakeshore Stewardship IRSC shall be awarded under the following authority.  Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.

All Contractors must be actively registered in the System for Award Management (SAM) https://www.sam.gov/SAM/ to be eligible for award under this solicitation.  Registration in SAM is a free service and you do not need to pay to register in this system.

NAICS 115310: Support Services for Forestry, size standard: $20.5M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.

Location

The Contract Area is located on the High Sierra Ranger District of the Sierra National Forest, north of Lake Huntington.

Legal land description is T8S, R25E, Sections 1, 2, 11, 12, and 14; Mt. Diablo Meridian in Fresno County, California.    

Description

Lakeshore IRSC is a hazardous fuels treatment project located in and around several housing tracts on the Sierra National Forest. The Contractor shall cut and remove designated sawtimber from all cutting units. Timber will be removed from meadows and streamside management zones using full suspension methods. In addition, non-sawtimber (cull) material 8” DBH and larger and longer than 12 feet will be limbed, topped, skidded, and decked at approved landing locations. Limbs, bole pieces, and top wood within units 76, 79, and 80 will be removed to a designated disposal site. An adequate disposal site is shown on the Contract Area Map, but others may be available upon request. Limbs, bole pieces, and top-wood within units 77, 82, and 121 will be piled in the woods and fire-line will be constructed around them. Reconstruct and maintain existing roads as described in Appendix D to allow for safe access to the project area.
