Description
Contractor shall furnish all materials, equipment, labor and supervision to remove existing wooden fence and install pipe safety rails and concrete to provide safety and security at Jefferson Ridge Loop 3 at Dierks Lake Project.
Description/Scope of Work:
Locations of pipe barrier are as follows:
Map with LAT and Long included: 94.113894/34.151423 ,94.113561/34151445
1. Contractor shall remove approx. 130 feet of existing wooden fence and dispose of off Govt property. Wood posts will be cut off at ground level and not excavated to prevent damage to underground utilities.
2. Contractor shall provide approximately 130 linear feet of standard guardrail system compliant with 385-1-1 paragraph 21.F.01 in accordance with the attached specification and located where directed by the Contracting Officer.
3. Contractor shall install 3000 PSI, 4 inch min thick concrete with fiber extending from existing concrete to back edge of retaining wall to West end of existing wooden fence. Concrete will also have a 10-12 inch footing along all edges. Area from electric conduit east to light pole will be filled with ¾ grey rock with fines.
4. Concrete shall be broom finished with ½ in slope towards retaining wall to prevent pooling. Contractor shall be responsible for repairing any honeycomb or pooling in concrete
5. Exact Location will be shown at pre-bid site visit.
6. All disturbed ground shall be raked down and debris removed and areas seeded with rye grass and spread hay on disturbed areas. Any debris or trash left as a result of this contract shall be disposed of off of Govt. Property.
7. Contractor shall be responsible for location of all underground utilities and if any are damaged contractor shall be responsible for repairing.
8. Contractor shall adhere to Corps of Engineers Safety Manual 385-1-1

RFIs to this solictation have been added Railing Specifications, 13 SEP 19 - Section 05-52-00 Metal Railings Part 1 General, 1.2 Administrative Requirements, 1.2.1 Preinstallation Meetings - Within 30 days of contract award, submit fabrication drawings to the Contracting Officer for the following items: a. Steel Railings and handrails; b. Anchorage and fastening systems. The original solicitation Section 11 states The Contractor shall begin performance within 5 calendar days and complete within 45 calendar days after receiving award.
Government Response: The Contractor shall begin performance within 5 calendar days and complete all work and clean up within 45 calendar days after receiving award due to all fabrication being done on site and no drawings being submitted prior to work beginning.

Will the government provide dimensioned elevation drawings showing the changes in elevation across the installation site with finished concrete elevation?
Government Response: Will be no government provided dimensioned elevation drawings showing the changes in elevation across the installation site with finished concrete elevation due to all fabrication being done on site. Alternate line item for bid.
Would it be in the best interest of the government to offer an either/or bid item for shopfabricated and galvanized or fabricated in place and painted handrails? The existing pipe railings at the site are 2" OD fabricated in-place painted structures. Shop fabricated, galvanized handrails as specified in the amendment would require significantly more time and expense than the originally solicited items. Fabricated in-place, painted handrails conforming to 29 CFR 1926.502 Fall Protection Systems Criteria and Practices would match the existing handrails at the site, could be completed within the original 45 day time period and offer a substantial cost savings to the government.
Government Response: Fabricated in-place, painted handrails conforming to 29 CFR 1926.502 Fall Protection Systems Criteria and Practices is what the government is asking for on this contract. All material shall be new and rust free at time of delivery to the site. All metal shall be welded solid to keep insects and water out, all welds ground down to a smooth finish. All metal shall be premiered and painted to match existing handrails.
