Description
The Army Contracting Command- Aberdeen Proving Ground (ACC-APG) hereby issues the final solicitation W91CRB-23-R-0005 for the U.S. Army Rocky Mountain Arsenal (RMA) Environmental Remediation Services (ERS) Contract. It will be set-aside for Small Businesses under NAICS 562910, with a size standard of 750 employees. The resulting contract is expected to include one 3-year Base Period, and two 3-year Option Periods, with an Indefinite Delivery/Indefinite Quantity (IDIQ) task order type arrangement. This effort is a Cost Plus Incentive Fee (CPFF) type contract with fixed price elements.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform operation and maintenance of the remediation systems at Rocky Mountain Arsenal as defined in the Performance Work Statement. This work also includes but is not limited to: Water Treatment Plants Operations and Maintenance (O&M), Groundwater Wells and Surface Water Sampling and Monitoring, Landfills and Covers O&M, Infrastructure and Facilities Maintenance, Regulatory Interface Support, Program Records Management and Reporting, Land Use Controls Compliance, Environmental Compliance, and Non-Routine Requirements as required. Nonroutine requirements include activities not part of normal activities necessary for operation and maintenance of the environmental remediation systems. Examples of non-routine requirements could include engineering and modification of remediation systems, demolition of remediation systems that are no longer needed, and technical support of litigation, as necessary.
A draft solicitation was posted on https://sam.gov. This notice is the official Request for Proposal (RFP) for this effort. No hard copy of the solicitation will be issued. The final solicitation is posted with this announcement along with attachments A1-A19, L1, L42, L43, L60-L62. Additional attachments are found as a link to the documents at https://erscrfp.rma-cloud.com. The additional solicitation attachments for the Contractor’s information, reference, and use in developing a proposal in response to the final RFP can only be attained via the above link. Offerors shall submit proposals through the DoD Secure Access File Exchange website as outlined in section L of the final solicitation. Submissions through https://sam.gov will not be accepted. Amendments, if any, will be posted in the same location as the solicitation. The complete solicitation package, including all amendments and “A” and “L” attachments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. It is the potential offeror’s responsibility to monitor https://sam.gov on a regular basis for any updates.
A question and answer period will take place. Questions should be sent to up until 19 May 2023 to roxanne.barbaris.civ@army.mil with a copy to erin.k.weber.civ@army.mil. Responses will be posted on https:/sam.gov in the same location as the solicitation prior to the closing of the RFP period.
