Description
The Army Oil Analysis Program (AOAP) is a maintenance diagnostic program charged with monitoring the lubricant condition of various weapon system components. Monitoring lubricant health helps detect impending component failures, allowing Army units and other customers to identify faults and perform maintenance before severe or catastrophic damage to components or systems occurs. The AOAP operates and maintains regional oil analysis laboratories in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) supporting Army, joint and combined customers.
As part of the suite of tests performed on lubricants, these regional Army laboratories use PerkinElmer OilExpress 4 Fourier Transform-Infrared (FT-IR) automated spectrometers to detect and determine significant changes in the chemical makeup of lubricant samples sent to AOAP laboratories for analysis. This new Firm-Fixed-Price (FFP) contract will provide preventative maintenance, repair, repair parts, upgrades, installation, and/or training support for the sustainment of 16 PerkinElmer OilExpress 4 FT-IR automated spectrometers located at the regional laboratories listed below. The contractor shall accomplish preventative maintenance, repairs, installation and/or upgrades to Original Equipment Manufacturer (OEM) standards using only new or like new factory refurbished OEM parts. Repair parts shipped to laboratories for installation by the Government shall be only new or like new factory refurbished OEM parts. The contractor must be able to service the PerkinElmer OilExpress 4 FT-IR automated spectrometers at all locations, including OCONUS locations. This contract will be for one base year with four option years.

Regional AOAP laboratories are located at Fort Liberty, NC; Fort Cavazos, TX; Joint Base Lewis-McChord, WA; Redstone Arsenal, AL; Anniston Army Depot, AL; Red River Army Depot, TX; Kaiserslautern Army Depot, Germany; and Camp Humphreys, Republic of Korea.
