Description

THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISTION REGULATION (FAR) 5.2 "SYNOPSIS OF PROPOSED CONTRACT ACTIONS."

U.S. Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with Permacold Engineering Inc, to replace the Dredge Essayons port side 70-ton Bitzer screw A/C compressor.  Dredge Essayons’ home port is in Portland Oregon.

The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b), Soliciting from a single source.

Permacold Engineering was awarded purchase order W9127N19P0144 which was solicited and awarded competitively. The purchase order was for the purchase, install, and commissioning of the port side Bitzer screw A/C compressor and performance was completed satisfactorily. During the following dredge season there were issues which Permacold addressed as warranty work. It has since been determined that Bitzer would provide (through its warranty with Permacold) a compressor to remedy the potential for similar issues on the Essayons port side which could cause a shutdown in Dredge operations.  Permacold is the sole contractor capable and approved by Bitzer to conduct the installation and commissioning of the compressor provided by Bitzer.

A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 336611. The size standard is 1,300 employees for the NAICS code defined by the U.S. Small Business Administration.
