Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

This synopsis/solicitation 1305M223QNCNJ0483 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-02.

The National Oceanic Atmospheric Administration (NOAA), National Ocean Services (NOS), Office of Coast Survey (OCS), Navigation Response Branch, NOAA Navigation Response Team, - Seattle has a requirement for maintenance repair service for the 34’ NOAA Navigation Response Team – Seattle vessel, NOAA Hull Number S3006.  Specifically installation of an active cathodic protection system, and bottom paint renewal. 

The vessel is home ported at the NOAA Western Regional Center (WRC), 7600 Sand Point Way NE, Seattle, WA 98115.  Contractors quoting on this RFQ must be within 100 miles by highway of the homeport address.  The period of performance is for 30 days from contract award.      

The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable Offer (LPTA).  Quote shall include all costs associated with the CLIN unless otherwise indicated on the vendor’s quote.

This RFQ is 100% set aside for small businesses. The associated NAICS code is 336611 Ship Building and Repair, with a Size Standard of 1500 Employees.

Additionally, each offeror must provide the following information with the quote:

  1. The Request for Quote (RFQ) number;
  2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;
  3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
  4. A list of Key Personnel, names, titles, and contact information shall be provided.
  5. Acknowledgment of Solicitation Amendments (SF-30), if any, and;
  6. Completed Past Performance Reference form.

  A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-5535,
  Revision Number 19, dated December 27, 2022.

All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by 11:00 A.M. Eastern on May 10, 2023. Telephone inquiries will not be honored. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.

All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 1:00 P.M. Eastern on May 15, 2023; any award resulting from this RFQ will be made based on Lowest Price Technically Acceptable (LPTA). Quotes must be submitted electronically via e-mail to Wendy.Culbreth@noaa.gov.

The anticipated award date is on or about May 22, 2023.

The Government does not accept responsibility for non-receipt of quotes. It is the Contractor’s responsibility to request and receive a confirmation of the quote receipt.

** Please note: Upon contract award and before any service begins, the contract issued requires the Contractor to provide evidence meeting the NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy in accordance with the NOAA Acquisition Manual (NAM) Contract Clause 1330-52.222-70.**
