Description

The purpose of this solicitation is to request the support of National Center for Missing and Exploited Children (NCMEC) to provide reunification services of displaced children with their parents/legal guardians during presidentially declared disasters and emergencies.

THIS SYNOPSIS IS PUBLISHED FOR GENERAL AWARENESS. This requirement is authorized in accordance with FAR 6.302-5 Authorized or Required by Statute.

(a) Section 403 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act), Public Law 93-288, as amended (codified at 42 U.S.C. § 5170b).


(b) Section 689(b) of the Post Katrina Emergency Management Reform Act of 2006 (PKEMRA), Public Law 109-295 (codified at 6 U.S.C. § 774), required FEMA to establish the National Emergency Child Locator Center (NECLC) within the NCMEC to facilitate the expeditious identification and reunification of displaced children.
