Description
The Naval Research Lab (NRL) intends to award a cost-plus-fixed-fee contract to General Dynamics Mission Systems, Inc. in accordance with FAR 6.302-1, for the design, development, construction, integration, and testing of Black Pearl class Autonomous Underwater Vehicles (AUVs). This acquisition will provide for the design and modification of NRL's existing Black Pearl class AUVs to accommodate newly developed NRL payloads. Additionally, this action will provide for the production and delivery of five (5) uniquely modified Black Pearl class AUVs to accommodate payloads developed and provided by NRL, and Vehicle maintenance, at-sea operations support, and engineering support of the specialized modified vehicles during research missions.
The requirement is deemed to be available only from the original source in the case of a follow-on contract for the continued development of highly specialized services, therefore an award to any other source would result in a substantial duplication of cost to the government that is not expected to be recovered through competition. The Government cannot at this time transition the requirements and work to another contractor without significant cost and schedule impact to the current mission. The effort involves proprietary components that were developed by the contractor. No other company can assume the research and development required without substantial delay to mission and increased cost to the Government.
Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all capability statements received prior to the closing date shall be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
If your organization has the capability of performing these services NRL asks that interested parties, at a minimum, supply the following information:

- A brief capabilities statement package (no more than five pages) demonstrating their ability to perform the services required under this posting. Demonstrated past performance providing similar services should be detailed, if applicable.
