Description
The BLM administers funds generated by the Lincoln County Land Act of 2000 (Act). The Act provides for the sale of public land in Lincoln County, NV, with the sale proceeds available, in part, for archaeological studies within Lincoln County. These proceeds are used to fund quotes to deal with aspects of the inventory, evaluation, protection, and management of unique archaeological resources in Lincoln County, NV.
The competitive solicitation for contract opportunities, 140L3924Q0001 will be issued and awarded in accordance with Federal Acquisition Regulations (FAR). The NAICS code for this acquisition is 541990, All Other Professional, Scientific and Technical Services. Please Note: The BLM will also be accepting applications for projects to be considered as Cooperative Agreements through Grants.gov. A Request for Quote (RFQ) solicitation package will be available electronically on or about Monday November 18, 2023, at the Contract Opportunities link on the www.sam.gov site. Potential offerors are responsible for monitoring these sites for release of the solicitation package. To be eligible for contract award, offerors must be registered and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov.
Quotes shall include a performance-based statement of work detailing a description of the project proposed, method of accomplishing the work, timeline/milestones, and performance standards. Quotes awarded to federal government agencies will result in Interagency Agreements, in accordance with the guidance in FAR Part 17.5, Interagency Acquisitions. All other contracts awarded will use simplified acquisition procedures, to the extent possible, with resulting firm-fixed-price contracts. The contractor, or government agency, shall furnish all labor, equipment, transportation, supervision, supplies, and incidentals to perform the work as stated in their quote. The offeror will be responsible for writing the performance-based statement of work for its quote.
Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s) or other than the highest technically rated offeror(s) when it is in the best interest of the Government.
Potential offerors are responsible for monitoring www.sam.gov for the release of the solicitation, for any other pertinent information, and for downloading a complete copy of the solicitation package. A Statement of Agency Need and Source Selection Criteria will be included in the solicitation. The government will not provide paper copies of the solicitation.
This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
