Description
USTRANSCOM is seeking sources that possess the availability and capacity to provide the Strategic Plans, Policies and Logistics Directorate (TCJ5/4) with support to monitor, assess, and report trends in the civil sector and industrial base relative to air, sea and land transportation and develop national defense options to ensure Department of Defense (DoD) and USTRANSCOM air, sea and surface lift requirements are met. This effort also includes coordination requirements with the Military Services, TCCs, Federal Agencies, and commercial industry on the readiness of government-owned organic and commercial mobility capabilities, including management of applicable portions of strategic mobility programs such as CRAF, MSP, VISA, and others. Additionally, it includes requirements to identify compatibility and interoperability issues with multi-modal systems and ensure development of transportation options meet applicable Federal and commercial standards. Finally, ensuring Cyber Security protocols and requirements, in accordance with (IAW) Defense Federal Acquisition Regulation Supplement (DFARS) 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting, are followed and incorporated into tasks, functions, and operations.

The anticipated acquisition strategy for the MAS requirement is to be determined (TBD) at this time.
The anticipated period of performance is 1 February 2023 – 30 September 2024 with four 1-year option periods.
