Description
The 411th Contracting Support Brigade (CSB) Regional Contracting Office (RCO)-Osan, Republic of Korea is conducting market research to discover venors who are capable of providing upgrades to an Enhanced 911 (E911) Pubic Safety Answering Point (PSAP) system.
Scope of Project:
Purchase and install five E911 Emergency call handling systems which include E911 Intelligent Workstations (IWS), Emergency Dispatch Positions and stand-alone Automatic Location Identification (ALI) databases. The system shall support calls from on base PBX wire-line extensions (TDM and VoIP), commercial wire-line (housing, on-base contractors, vendors, etc.), and commercial wireless sources. Routing of calls from commercial (non-governmental) sources shall be based on the associated existing Emergency Service Number, automatically delivering the E911 call to the newly designated on-base Public Safety Answering Point (PSAP). The system shall provide the direct delivery of E911 calls to a Department of Defense (DoD) staffed PSAP without the need for intermediate call answering by the local civilian PSAP.
The Contractor’s solution(s) shall be on the JITC-certified Approved Product List (APL). The systems shall meet interoperability requirements of the JITC to ensure interfacing with commercial and military interface standards. Operating Systems (OS) and applications shall be configured in accordance with Defense Information Security Agency (DISA) Security Technical Implementation Guides (STIGs). Windows OS shall be Server 2012 R2 and Windows 10. Contractor shall provide a copy of all Interoperability (IO) and Information Assurance (IA) certifications and approval letters as deliverables. The IA certification must [include] the Server 2012 and Window 10 operating systems. The proposed solution shall be installed in accordance with the JITC deployment guidelines.
Existing E911 System: Motorola VESTA.
- Deployment of PSAP compatible with Motorola VESTA E911 PSAP, in geo-redundant configuration with Dynamic Location Routing (DLR); in accordance with Joint Interoperability Testing Comand (JITC) guidelines.
