Description

This is a Special Notice of intent the Pacific Island Fisheries Science Center’s intent to procure one (1) Portable Acoustic Command System and up to twelve (12) Push Off Release Transponders (PORT MFE) along with hardware to couple them together from EdgeTech. PIFSC proposes to purchase the equipment on a sole source basis from EdgeTech using the procedures set forth in FAR Part 12, Acquisition of Commercial Items in conjunction with FAR Part 13, Simplified Acquisition Procedures. 

The Portable Acoustic Command System must be capable of communicating with PIFSC’s existing acoustics release units from EdgeTech, existing mooring configurations, and new and existing needs of the projects.

Equipment must be:

  • Lightweight and portable, sealed and splash resistant.
  • Work with standard EdgeTech Acoustic Releases.
  • Full command set.
  • Capable of medium frequency (MF) and low frequency (LF).
  • Transmit frequencies between 17.4kHz and 19.7kHz and receive frequencies between 11 kHz and 12 kHz.
  • Receive sensitivity of -80 dB re1µPascal at 1 meter.

The acoustic releases must be capable of communicating with existing acoustic command deck units, existing mooring configurations, and existing needs of the projects (battery life, deployment depth, etc.).

Equipment must be:

  • 5 year battery life.
  • Capable of being deployed to 3500 meters.
  • Release Load up to 250 kg.
  • Transmit frequencies between 17.4kHz and 19.7kHz and receive frequencies between 11 kHz and 12 kHz.
  • Transmission source level up to 192 dB re 1µ Pascal
  • Receiver sensitivity of  100 dB re-1µPascal at 1 meter.
  • Acoustic range capability with depth units provided in meters and timing accuracy within 1 millisecond.
  • Use of  Binary Acoustic Command System (BACS) and Low Frequency (LF) commands
  • Capable of being arranged in a pair.

The Government intends to negotiate a firm-fixed-price purchase order.  The NAICS code for this procurement is 334516 with a corresponding size standard of 500 employees.
