ANTICIPATED PROJECT TITLE: Construct Baumholder Army Lodge, United States Army Garrison (USAG) Rheinland-Pfalz, Baumholder Military Community, Germany

TYPE OF CONTRACT: The USACE NAU anticipates soliciting and awarding a Firm-Fixed-Price (FFP) stand-alone Design-Bid-Build (DBB) construction contract. This acquisition is for the construction of the new Army Lodge in Baumholder, Germany.

The construction completion period is anticipated to be 1100 calendar days after the Contractor receives the Notice to Proceed for the basic work.

TYPE OF SET-ASIDE: This acquisition will be issued on an unrestricted, full and open basis. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS.

DESCRIPTION OF WORK: The general scope of work includes the construction a 78-unit Army Lodging Facility at United States Army Garrison (USAG) Rheinland-Pfalz, Baumholder Military Community, Germany. Primary facilities include the 78-unit Army Lodging Facility consisting of 27 extended-stay rooms and 51 family-suites, reception and lobby areas, guest laundries, fitness room, administrative offices, staff break-room, pantry and coffee area, housekeeping and maintenance storage and service areas, IT server rack area, safe room, service and passenger elevators, and public and staff restrooms. Primary facilities also include cybersecurity, environmental mitigation, and sustainability and energy measures. Supporting facilities also include associated utilities, pavements, site preparations, site improvements and information systems. Utilities include water, wastewater, storm water, fire-suppression, electrical, and heating and cooling. Site improvements include clearing, grubbing, grading, fencing, and landscaping the site.

SELECTION PROCESS: The Government intends to select a contractor for award using a best value trade-off source selection process. This process allows for a tradeoff between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. 

DISCLOSURE OF MAGNITUDE: The estimated magnitude of construction is between $40,000,000 and $70,000,000.
