Description
This solicitation is for maintenance, repairs, and emergency services for four (4) McQuay 800 Ton Model WSC Centrifugal Chillers and six (6) Trane 900 Ton Model CVHF Centrifugal Chillers at the Federal Bureau of Investigation (FBI) CJIS Division, located in Clarksburg, WV.
All questions are due to the Contracting Officer, Logan Swiger, at lswiger2@fbi.gov, by 12:00 p.m. EST (noon), Monday, December 16th 2023.
Please send all proposals to lswiger2@fbi.gov by 12:00 p.m EST on Janaury 19th, 2023. Any proposals received after 12:00 p.m. EST on January 19, 2023 will NOT be considered.
AMENDMENT ONE- SITE VISIT INFORMATION- The FBI will be holding a site visit for all interested vedors on Friday, January 6th 2023 at 1:00 p.m. Eastern Time. Only two individuals from each vendor will be able to participate. Please send the name(s) of those interested in attending to Contracting Officer Logan Swiger at lswiger2@fbi.gov to receive a Site Access Request Form. All Site Access Request Forms will be due no later than COB on Tuesday, January 3rd 2023 to allow time for processing.
AMENDMENT TWO- ANSWERING QUESTIONS RECIEVED-
Q: Are the Trane chillers to be included in this bid? I don’t see Trane referenced in Section 2 - Commodity or Services Schedule.
A: Yes the Trane chillers shall be included in this bid. Please include them under the lines that read "Central Plant Chiller Maintenance." Lines 0001, 1001, 2001, 3001, and 4001.
Q: Can you please provide model and serial numbers for each of the Trane chillers?
A: The model and serial numbers will be collected and posted by Janury 6th, 2023.
Q: Do you have 3-5yr eddy current testing results for the evaporator and/or condenser tubes?
A: Yes,the most recent Trane Chiller Condenser Tube Eddy Current Test results will be provided to the vendor awarded the contract.
Q: Do you require Factory Original Equipment Manufacturer updates to the Trane chiller adaptiview panels software? It wasn’t written in scope but something Trane typically implements on at least an annual service.
A: As noted in Section 3 of the SOW, the vendor shall, “Provide all material and labor to perform all original equipment manufacturer required and industry standard preventative maintenance on four (4) McQuay 800 Ton Model WSC Centrifugal Chillers and six (6) Trane 900 Ton Model CVHF Centrifugal Chillers located in the CUP at the CJIS Division in Clarksburg, WV.” Since the updates to the Trane chiller adaptiview panels software appear to be original equipment manufacturer required and/or industry standard preventative maintenance requirements they should be included in the proposal.
AMENDMENT THREE- Additional Site Visit, Due Date Extension, Question Extension, and posting of Chiller serial numbers
The FBI will be holding an additional site visit for all interested vedors on Friday, January 13th 2023 at 1:00 p.m. Eastern Time. Only two individuals from each vendor will be able to participate. Please send the name(s) of those interested in attending to Contracting Officer Logan Swiger at lswiger2@fbi.gov to receive a Site Access Request Form. All Site Access Request Forms will be due no later than COB on Tuesday, January 10th, 2023 to allow time for processing.
The due date for proposals has been extended from 01/14/2023 to 01/19/2023 at 12:00 p.m. (noon). Any solicitations received after this time will NOT be accepted.
All questions need to be submited to the Contrating Officer by 12:00 p.m. (noon) EST on January 16th 2023. NO QUESTIONS WILL BE ANSWERED AFTER THIS TIME.

Amdenment Four-CHANGES TO THE SOW (HIGHLIGHTED IN YELLOW), LINE ADDED TO SECTION B, EMERGENCY LINES NEED PRICED HOURLY
There has been an addition to the SOW, please see highlighted areas regarding Condenser Tube Eddy Current Testing.
Line 0004 has been added to Section B, please price out a one time McQuay Chiller Condenser Tube Eddy Current Testing.
Emergency Lines need priced out PER HOUR.
