NOTICE OF INTENT TO SOLE SOURCE In accordance with FAR 13.501(a), Network Contracting Office 9 hereby provides notice of intent to award a sole source Firm Fixed Price Purchase Order to Document Storage Systems, Inc. (DSS) The basis for a sole source award is that Infusion Therapy Manager is solely manufactured DSS, and although DSS has authorized resellers of the product and software licenses, none of these can perform the maintenance or training which is part of this requirement. DSS has provided a proprietary letter stating the information used in determining this as a sole source procurement. The anticipated statutory authority for limiting competition is FAR 8.405-6(b) only one source is capable of providing supplies required at the level of quality required because the supplies are unique or highly specialized. The NAICS code is 325412 with a size standard of 1,300 employees. This Notice of Intent is not a solicitation nor is it a request for competitive quotes. However, any capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any prospective vendor must be registered in the System for Award Management (SAM) to be eligible for award. Capability statements shall be submitted by email to Ramona Bonness at ramona.bonness@va.gov, and are due no later than June 30, 2023 at 10:00 AM CT. Phone calls will not be accepted.
