Description
The Naval Air Systems Command, in support of PMA-261 CH-53 Heavy Lift Helicopters Program Office, intends to issue a delivery order under Basic Ordering Agreement N00019-19-G-0029 to Sikorsky Aircraft Corporation, A Lockheed Martin Company, 6900 Main St. Stratford, CT 06615-9129 on a sole source basis under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contractor will be required to produce, install, and evaluate a DI interface panel to accommodate (2) two RF connections (UHF/VHF and Link-16), a 1553 connection, and a 28VDC power connection. The Contractor will be required to install the interface panel on two aircraft to support evaluation of the DI installation and integrate it into the CH-53K aircraft
This requirement will be procured in accordance with statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Sikorsky is the only responsible source and no other type of equipment will satisfy Marine Corps requirements. Sikorsky is the designer, developer, and sole producer of the CH-53K aircraft and the only known source that possesses the data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance, and support characteristics of the CH-53K to fulfill this need in a timely manner.
