Visual Display System

The purpose of this amendment is to remove the Total Small Business Set-Aside FAR 19.5 requirement.

The Naval Air Warfare Center Aircraft Division (NAWC-AD), Patuxent River, MD intends to issue a sole source award utilizing Simplified Acquisition Procedures accordance with FAR 13.501 and FAR 6.302-1(a) to  FLIGHTSAFETY International Inc. for the procurement of a Visual Display System. FLIGHTSAFETY International Inc. is the only known source as they are the manufacturer and sole provider of the Visual Display System. As such, the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy the agency requirements. 

This notice of intent is not a request for competitive proposals and a written solicitation will not be issued; however, responsible sources may submit a capability statement, prior to the posted response date, which will be considered by NAWC-AD. This notice of intent is for information purposes only. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract, or to be responsible for any monies expended by any interested parties before award of a contract for the effort described above. 

A determination not to compete this proposed contract is based on market research and is solely within the discretion of the Government. Based upon the Market Research, the Government is using the policies contained in FAR Part 12, Acquisition of Commercial items, in its solicitation for the described supplies or services. Interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government’s requirement by 2:00 PM (EST) on 28 August 2023.
