Description

GENERAL:

The Acquisition, Environmental and Industrial Facilities Division at Wright-Patterson Air Force Base (AFLCMC/EZV) anticipates awarding a sole source lease contract FA8623-25-L-0002 for 5 years, and possible future extensions for an additional 15 years, to The Raytheon Company in Tucson, Arizona (AFP 44). The parties currently have a sole source lease contract, pursuant to 10 U.S.C. 2667, which expires 30 December 2024. Raytheon acts as the operator of the plant and is responsible for facility projects, environmental compliance, non-recurring capital type rehabilitation (CTR), remediation, restoration projects and pollution prevention projects. The purpose of this announcement is to provide notification to companies that may be interested in related subcontracting opportunities.

INDUSTRIAL FACILITY REHABILITATION:

AFLCMC/EZV plans, prioritizes, and programs facility rehabilitation requirements to ensure existing facilities remain an operationally suitable component of the Air Force's Industrial Preparedness Program. These efforts sustain production capability and are categorized as capital type rehabilitation (CTR).

ENVIRONMENTAL COMPLIANCE:

The lease provides for environmental compliance management of Air Force, GOCO industrial facilities. The GOCO facilities engage in various activities related to aerospace systems research, design, and maintenance and are the principal locations for the manufacture of major weapons systems. AFLCMC/EZV directs environmental compliance assessments of the GOCO facilities, develops budgets to ensure environmental compliance, initiates scopes of work to correct environmental deficiencies and establishes state and federal agreements to maintain compliance. This office oversees all aspects of environmental management related to the Clean Air Act, Clean Water Act, hazardous materials, hazardous waste, underground storage tanks. environmental impact analysis, solid waste, historical preservation, and natural resources for the GOCO facilities. These projects may include environmental reports, environmental studies, testing, design/construction to comply with environmental compliance/restoration requirements.

POLLUTION PREVENTION:

The goal of Pollution Prevention (P2) projects is to reduce the toxic hazardous materials in Weapon System's production and procurement at the Air Force-owned GOCO facilities. Pollution Prevention projects undertaken result in both a reduction of risk and cost savings to the Air Force and a Return on Investment. typically, within a 5-year timeframe.
