The US Environmental Protection Agency (EPA), Office of Research and Development, Human Studies Facility (CPHEA) located in Research Triangle Park (RTP), NC, intends to award a sole source purchase order under authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Helmholtz Zentrum Munchen (HMGU) for conducting data re-analyses and prepare written data reports that can be used for publishable manuscripts.
JUSTIFICATION FOR SOLE SOURCE PROCUREMENT:
The proposed contractor (HMGU) is uniquely qualified to perform the services required. HMGU is a German government environmental research organization located in Munich that is the equivalent of the NIEHS in the US. The EPA has had a formal written agreement with HMGU since 2000 to undertake a series of collaborative research projects of interest to both organizations. As part of the EPA/HMGU agreements, the HMGU team has performed serval analyses for the EPA describing adverse health effects associated with exposure of people to air pollutants. This team has unique experience and insight into the analyses, statistical models and interpretation of the study data that no one else does. These are critical to maintain consistency and scientific integrity by permitting comparison of these analyses with previous analyses. EPA believes the services are only available from one source, Helmholtz Zentrum Munchen (HMGU) and there are no substitutes available.
