RFQ # N6660424Q0120

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. In accordance with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days.

Amendment 001 is posted on 09/12/2024 to update administrative error.

Amendment 002 is posted on 09/26/2024 with the following changes:

  • Extend solicitation to 10/03/2024
  • Update from Small Business to Full and Open Competition
  • Update attachments and add required drawings

Amendment 003 is posted on 10/03/2024 with the following changes:

Can the Government please advise as to which entity is the CAD for this effort?

  • The entity is NUWCDIVNPT.

Does the Government have a specific Test Procedure that is to be utilized for the Pressure Test of the CEHP? Or is the pressure test to be conducted solely in accordance with the requirements stated in DWG 8212331? 

  • The government does not provide a procedure for use instead, the contractor shall conduct the test IAW the requirements of 8212331.

Can the Government please specify which testing requirements called out in DWG 8212331 REV E, Sheet 5, Table 4 are for contractor responsibility and which testing requirements will be Government responsibility?   

  • See table 4 of 8212331.  For existing suppliers of CEHPs, the column labeled “Quality Conformance” identifies the specific test and inspection requirements for CEHP deliveries.  For new suppliers, the column labeled “Vendor Qualification” identifies the specific test and inspection requirements for CEHP deliveries.

Amendment 005 is being posted on 11/01/2024 with the following changes:

Based on Government response to previous testing requirements question, is the contractor required to manufacture only manufacture QTY (2) CEHPs or does the Government require the manufacture of QTY (3), where the third CEHP would be subject to UNDEX?

Based on the testing requirements identified in DWG 8212331 REV E, does the Government require contractor written test procedures to be submitted for Insertion Loss and VSWR with the RFQ response or will they be required to be submitted post award?

  • Post award in accordance with the CDRL.

Based on some of the specialized testing requirements (e.g. temperature cycling, thermal shock, vibration) in the accordance with the Vendor Qualification section of DWG 8212331 REV E the use approved of subcontractors is required.

  • There is no requirement for the use of an approved subcontractor for temp cycling, thermal shock and vibration.  The subcontractor or test facility would need to be able to conduct the test to meet the requirements of drawing 8212331.

All other terms and conditions remain unchanged.

This requirement is being solicited as Full and Open Competition as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT). The North American Industry Classification System (NAICS) Code is 335999. Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase on a Firm Fixed Price basis, Imaging AEA Hull Pen for Shock Testing in accordance with Government drawings provided as Attachments to this notice, detailed below.
