Description

The U.S. Army Contracting Command - Rock Island is seeking to identify potential System for Award Management (SAM) Database registered business who have the capability for Countermeasures Production Process Equipment Modernization. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue or award a contract. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal/ quote. Particularly, the purpose of this NOTICE is to gain knowledge of potential SAM Database register businesses interested and capable of performing this work.

DESCRIPTION OF WORK:

Expertise/ experience related to designing ammunition manufacturing equipment systems, with specific emphasis on manufacturing of decoy flare products. Offerors shall have specialized knowledge/ skills related to the following:

  1. Manufacturing process equipment modernization opportunities
  2. Designing full process equipment systems meeting environmental and explosives safety requirements
  3. Ammunition manufacturing hazards including but not limited to in-process hazard classifications
  4. Modern technologies for manufacturing air expendable infrared countermeasures flares with automated weighing, mixing, pressing, and extruding technologies being particular interest to the command

NOTE: The proposed contract will require the design contractor to continue an existing concept equipment design effort started by a previous contractor and for continued effort to full equipment design completion including full equipment plans and specifications for eventual Government procurement. The continued design will need to be accomplished without rework of the exiting contractor concept design and without the backup data that supported the concept design.

Interested businesses must be registered in the System for Award Management (SAM) Database at www.sam.gov. Email submissions are required. Interested businesses shall include the following information to be considered for market research purposes:

The period of performance for this modernization is estimated to be: award in late 2024/early 2025  through 2029.

The following information is requested in response to this posting:
