Pre-Solicitation Notice for For W9124M23R0015-Delivery of Liquefied Petroleum (LP) Gas Fort Stewart, Georgia

The Fort Stewart Mission & Installation Contracting Command – Fort Stewart intends to issue an indefinite delivery order contract for The Directorate of Public Work, Fort Stewart. The Contractor shall provide all personnel, equipment, supplies, transportation, tools, and other items necessary to deliver LP Gas into storage Tanks located at Fort Stewart (FS), Georgia, to include the Garrison/Cantonment, ranges, and outlying areas, in accordance with commercial industry. The Contractor shall perform to the standards in this contract.

Note:

This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming; no proposals are being accepted. The subsequent solicitation will result in a D-Indefinite Delivery contract.

Type of Contract & NAICS: This Acquisition will be solicited using FAR Part 16.5, Indefinite Delivery Contract for one (1) Firm-Fixed-Price (FFP) contract.

The North American Industry Classification System (NAICS) code is 221210—Natural Gas Distribution, with a size standard of 1,150 in number of employees.

Type of Set-Aside: This acquisition is offered as a competitive Small Business Set-Aside under the identified NAICS code.

Anticipated Solicitation Release Date:

The Government anticipates releasing the solicitation on or about 17 May 2023, and the approximate closing date is on or about 16 June 2023. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted.

Period of Performance: The period of performance including all options for one (1) base year period of 12 months and two (2) 12-month option periods:

Base Year: 1 September 2023 – 31 August 2024

Option Year I: 1 September 2024 – 31 August 2025

Option Year II: 1 September 2025 – 31 August 2026

Service Scope

To maintain an automatic delivery schedule of LP Gas at FS, which shall ensure the fuel level in each tank is never less than twenty percent (20%). The Contractor shall be liable for damages to the Government due to LP Gas outage(s). Damages shall be the actual repair cost to the Government.

Solicitation Website: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at the System of Award Management System (SAM) website, https://sam.gov. Paper copies of the solicitation will not be issued. Therefore, telephone and Fax requests for this solicitation will not be honored.

Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download this project's solicitation, contractors must register at the SAM website at https://sam.gov. Amendments, if/when issued, will be posted to the above-referenced website for electronic downloading. This will be the only method of distributing amendments before closing; therefore, the Offerors must check the website periodically for any amendments to the solicitation.

Registrations: Offerors shall have and shall maintain an active registration in the following database:

System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at https://sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If an Offeror is not actively and successfully registered in the SAM database at the time of award, the Government reserves the right to award to the next prospective Offeror.
