Description

The Federal Emergency Management Agency (FEMA) requires a Fleet Fuel Service to support 24 vehicles.  The Fleet consist of 20 Mid-Size SUV’s and 4 Crew Cab Trucks.  The Service can be at:

  1. One or multiple fueling point on the Island of Guam. 
  2. The Offeror may also propose bring a small fueling truck to the FEMA fleet yard twice a week to refuel the vehicles.  However, a single fueling point will also be required during normal working hours for unforeseen circumstances.

 FEMA requires that each vehicle fuel usage be tracked by License number.

  1. If Multiple fueling points (such as a commercial Gas Station) are used, then an individual Fuel card will need to be provided for each vehicle. 
  2. If option two is used the Fleet Manager will record the fuel usage.

The Offeror will provide an invoice with a detailed record of fuel consumed, to include the plate number and fuel amount on a monthly basis to the FEMA finance center via e-mail for payment.

This requirement is scheduled for three (3) months and then extended month to month as long as the requirement is needed.  The maximum estimated fuel usage is 2,800 gallons of standard unleaded gas.

The awarded will be made to the offeror who proposal is considered to be in the best interest of the government.

Technical Factor 1:

What Services is being provided and how it will be managed/tracked and how it best fits FEMA’s needs.

Price Factor 2:

            Price/Cost.     Any and all fees will be added to the price per gallon of Gas.  The Purchase order will only have one (1) CLIN – Price per Gallon.

Technical factor is slightly more important than the Price Factor (Best Value Trade Off)
