Description

The Environmental Laboratory (EL) of the U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) has a requirement for Compilation, Review, and Analysis of ‘Measures that Matter’ for Integrated Water Resources Projects documenting novel ways of determining benefits associated with water resources projects and identify ways to accelerate use of natural infrastructure for engineering benefit while also integrating the quantification of environmental and social benefits into USACE Planning Studies using approaches to provide independent, objective analysis, developed under contract number W912HZ22P0003.  Award will be made on a sole source basis to National Academy of Sciences (CAGE Code: 1D969).

National Academies identified opportunities and means for advancing and mainstreaming natural infrastructure and nature-based solutions as a part of public and private engineering practice and released the findings to the public.  Using approaches to provide independent, objective analysis, developed under contract number W912HZ22P0003, the contractor will compile and synthesize information, determine data gaps, and provide advice for using nature and nature-based features (NNBF) for integrated water source projects.  National Academy of Sciences is the only vendor with the known capability to perform these services.
This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.  Verbal communications are not acceptable in response to this notice.  Responses to this requirement may be submitted to Shinita Jordan at shinita.m.jordan@usace.army.mil.  The solicitation number shall be included in the subject line of the e-mail submission.  Responses must be received no later than 8 November 2022.
