Description

On Dec. 8, 2021, President Biden signed Executive Order (EO) 14057, “Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability,” which directs the federal government to use its scale and procurement power to achieve several ambitious clean energy goals, to include 100 percent Carbon Pollution-Free Electricity (CFE) by 2030, at least half of which will be locally supplied clean energy to meet 24/7 demand. As the largest energy user in the federal government and one of the largest electricity purchasers in the country, the Department of Defense (DoD) intends to leverage its scale and procurement power to accelerate the deployment of energy from sustainable sources and reduce its greenhouse gas emissions while also ensuring secure energy supplies for military installations. In response to EO 14057, DLA Energy is soliciting proposals that include CFE to meet a percentage of the aggregated electricity load of DoD and other federal agency customers in the Electric Reliability Council of Texas (ERCOT) region.

DLA Energy has issued solicitation SPE604223R0400 for the supply of electricity, to include CFE, and any ancillary services to be delivered to various Department of Defense installations and Federal Civilian agency facilities located in the State of Texas and within the ERCOT market area. The Government is soliciting offers for a 36-month delivery period (beginning with the meter read date occurring in the month of January 2024 through the meter read date occurring in the month of January 2027). The total estimated quantity to be solicited is 1,340,500,819 kWh. The contract(s) awarded will be either Firm-Fixed-Price, Requirements Type or Fixed-Price, Requirements Type utilizing Real Time Settlement Point Price (RTSPP). The solicitation has been issued as a Request for Proposal. Additional requirements may be added by amendment. All responsible sources may submit a proposal, which shall be considered.
