Description

The Government intends to issue a Request for Prototype Proposals (RPP) for the CoVeR 5 under the Ground Vehicle Systems (GVS) Other Transaction Agreement (OTA),W15QKN-17-9-1025. The GVS OTA was entered into between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC) on 26 September 2017, in support of Ground Vehicle System related Research and Development prototype projects. The Government will utilize the GVS OTA to award this effort. 

The intent of this project is to develop and integrate technologies that enable scalable integration of multi-domain robotic and autonomos systems. These capabilities will be teamed with Army formations and support all combat warfighting functions, such as close combat, reconnaissance, targeting and acquistion. The CoVeR program seeks to develop and integrate tehnologies to enable autonomous system capabities to assimilate with the Army formations and support all combat warfighting functions (close combat, reconnaissance, targeting and acquisition), develop Manned/Unmanned Teaming (MUM-T) Behaviors using the soldier-in-the-loop, develop the methods and protocols to operate and assess these systems safely. An additional objective for the CoVeR 5 is to develop prototype tools to address gaps in the development of the Robotic Technology Kernel (RTK) and Warfighter Machine Ineterface (WMI).

The acquisition approach for the CoVeR 5 project will be completed in two stages. The first stage is Request for Whitepaper and a Rough for Whitepaper and a Rough Order of Magnitude (ROM). The second stage is a Virtual Pitch Day (VPD).

The Governmnet does not intend to pursue a Follow-on Production effort under the authority of 10 USC 4022(f) for this effort.
