NOTICE OF INTENT

Automatic Dependent Surveillance Broadcast Service (ADS-B)

1.  Intent to Award Single Source Contract for Automatic Dependent Surveillance Broadcast (ADS-B) Service

The FAA intends to award a single source contract to L3Harris Technologies, Inc. for the continuation of the Automatic Dependent Surveillance Broadcast (ADS-B) service beyond August of 2025.  This effort is currently being performed by the incumbent, L3Harris Technologies, Inc., under the services contract (number DTFAWA-07-C-00067), originally awarded in August of 2007, with a period of performance end date of August 31, 2025.

2.  Contract Contemplated and Rationale

In light of Industry input demonstrating the time necessary to produce and implement competitive solutions, the contract being contemplated would have a total potential period of performance of 20 years, with one 5 year base period, and three 5 year option periods.  The FAA intends to award to a single source due to the existence of only one source who could satisfy these requirements within the requisite time period, as provided by AMS Policy section 3.2.2.4. 

The ADS-B service involves real-time flight positioning and surveillance services throughout the National Airspace System (NAS) across 321 service volumes, consisting of over 700 radio tower sites.  The cost and schedule required to develop an alternative source, with transition-off, and transition-on time, would not meet the safety requirements of the flying public.  The FAA intends to award a single source solution for services beyond August of 2025, with the goal of a potential competitive procurement to be pursued at a later time.
