Niagara ARS Base Operating Support (BOS) Services

This is a Sources Sought for potential offerors to support the US Air Force Reserve located on Niagara Falls Air Reserve Station, Niagara Falls, New York. This is NOT a Request for Proposal (RFP), Request for Quote (RFQ) or an Invitation for Bid (IFB) and DOES NOT serve to bind the U.S. Government in any way. Interested parties shall not be reimbursed for any costs associated with preparation of their responses.  Responses received will be used for informational purposes only and will not be disclosed outside this agency. The information obtained may be used for future acquisition purposes, therefore, interested parties should not submit any information that is proprietary in nature.

The government does not intend to award a contract on the basis of this notice. Companies responding to this RFI are advised that participation does not ensure involvement in future solicitations or contract awards. No proposals are being requested or accepted under this notice.  This announcement shall not be construed as a commitment by the government to issue a solicitation or to ultimately award a contract, nor does this synopsis restrict the government.  The government will not pay for any information submitted in response to this announcement.  Any costs associated with providing information to either this notice or any follow-up information requests shall not be reimbursed. Costs incurred as a result of this announcement shall be borne solely by the respondent and shall not be payable by the government.

914th Contracting Flight, Niagara Falls ARS is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify potential firms that have the skills, experience, knowledge, and capabilities required to perform Base Operating Support (BOS) Services on the Niagara Falls ARS, Niagara Falls, NY.  The 914th Contracting Flight is requesting industry feedback in regards to the attached Niagara Draft BOS Performance Work Statement (PWS) dated 11 April 2022 (see Attachment 1 – Niagara Draft PWS – 11 April 2022). Please indicate, at a minimum, any questions, suggestions, performance risks, ambiguities, and/or unclear or undefined areas. Additionally, please provide any recommended changes and/or updates that you feel are noteworthy. The government will not provide responses to any questions or comments received and will not share any information received with any other vendor. All interested parties are requested to complete and submit Attachment 2 - Industry Feedback/Market Survey as their response.

The purpose of this future BOS contract is to provide all personnel, equipment, tools, material, vehicles, supervision, certifications, and other items and services necessary to perform Material Management, Ground Transportation/Vehicle Management, Traffic Management, Real Property Maintenance and Fuels Management on the Niagara Falls ARS.

The North American Industry Classification System (NAICS) is 561210, Facilities Support Services. Small Business Standard Size $41.5M. For a Contractor to be considered under one of the socioeconomic classifications, it MUST follow FAR 52.219-14(e)(1), Limitations on Subcontracting. Responses to this notice will be used by the government to make the appropriate acquisition decision. Contractor must be registered in System for Award Management (SAM) (see internet site: http://www.sam.gov)

This Sources Sought serves as market research only, not a firm commitment on the part of the U.S. Government nor does it constitute an order.  A solicitation is not currently available. If a solicitation is issued, it will be announced on System for Award Management (SAM) website http://www.SAM.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.  No paper / hard copies will be provided.  It is the contractor's responsibility for downloading all documents and for monitoring the website for possible amendments, changes or updates.
