Description
CO - ROCKY MOUNTAIN ARSENAL NATIONAL WILDLIFE REFUGE (NWR) - LOW WATER CULVERT
This is a Pre-Solicitation announcement to inform potential offerors that the U.S. Fish & Wildlife Service, as part of an overall restoration project, the Rocky Mountain Arsenal National Wildlife Refuge has a low water crossing culvert at 64th avenue that needs replacement due to an existing damaged concrete structure and significantly changing flows. The estimated future flows are much greater than the existing flows.
The contractor is to furnish all necessary labor, tools, miscellaneous materials, equipment, and supervision as specified in the Statement of Work, drawings and specifications.
The projects general scope of work includes:
* The work will be done at an existing low water crossing. The creek will have flowing water during construction and will require a temporary cofferdam to divert flows to an overflow structure.
* Demolition and removal of existing concrete (only to the extent required by new construction and as indicated), edging, and gravel.
* Install riprap bedding.
* Install concrete low water crossing at Rocky Mountain Arsenal National Wildlife Refuge as outlined in the drawings and specifications. The work will be on an existing road in good condition.
Solicitation number 140FC124R0046 will be issued as an RFP.
This is an 100% Total Small Business Set-Aside solicitation with an associated NAICS code of 237310 - Highway, Street, and Bridge Construction. The small business size standard is 45.0 million. This solicitation is for a Firm Fixed Price contract.
Magnitude of cost for this project is between $250,000 and $500,000.
The period of performance for the project is One Hundred Twenty (120) calendar days after the Notice to Proceed. Due to bald eagle nesting sites near the work area, work MUST be completed between June 30th to November 14th, 2024.
This award will be made based on Lowest-Price Technically Acceptable (LPTA) as detailed in FAR 15.101-2. The LPTA process is a simplified best value source selection strategy that permits the best value to the Government resulting from the selection of a technically acceptable proposal with the lowest price. While evaluating quotes utilizing LPTA, price and technical acceptability are the two evaluation factors.
