Description
Construct Secure Annexes at Baumholder, Germany
PURPOSE OF THIS ANNOUNCEMENT:
This is a Sources Sought for information and planning purposes. The US Government intends to solicit and acquire services as described within this announcement. The purpose of this announcement is to help determine the interest and capability of potential contractors to perform these services. The US Government intends to use information obtained in response to this announcement to make important acquisition planning decisions.
This is not a Request for Proposal (RFP) and is not to be construed as a commitment by the US Government, implied or otherwise, to issue a solicitation or award a contract.
INFORMATION ABOUT THE SERVICES TO BE PROCURED:
The US Army Corps of Engineers (USACE), Europe District plans to solicit proposals for a Design Bid Build construction contract.
The scope is to construct four US-only secure building annexes, associated single-combined secure storage laydown area, temporary site Access Control Facilities, utilities, and adjacent existing-facility connections. Primary facilities include the annexes, Cyber Security measures, Sustainability and Energy measures, AT/FP measures, Building Information Systems, fencing, CCTV systems, alarms, shielding, and locking mechanisms and egresses; while the Secondary Facilities include information systems, mechanical equipment, utility connections, exterior site improvements to include Architectural Barriers Act (ABA) accessibility upgrades tenant amenities, and ATFP compliance. The project must be Intelligence Community Directive 705 (ICD 705) compliant. USACE plans to include a complete (100%) design in the contract solicitation, with the intent to award a single construction contract to a contractor.
PLACES OF PERFORMANCE / LIST OF SITES:
Construction will be performed in Baumholder, Germany.
PLANNED SOLICITATION INFORMATION:
A Pre-Solicitation Notice will likely follow this market survey and the solicitation announcement(s) will follow no sooner than 15 days later after the Pre-Solicitation Notice. The solicitation will be a construction solicitation in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3. As the work will be performed outside of the continental U.S. no small business set-asides or socioeconomic preference of any sort will be granted.
PLANNED CONTRACT INFORMATION:
The resulting contract will be a Construction, Firm Fixed Price (FFP) construction contract.
ESTIMATED VALUE OF THE CONTRACT:
The estimated contract value is between $25,000,000 and $100,000,000 (USD).
PERFORMANCE PERIOD:
The anticipated contract duration is three calendar years for the entire construction project.
REQUIREMENTS TO RESPOND TO THIS SOURCES SOUGHT
Prospective Offerors are encouraged to respond to this announcement to express their interest in performing the required construction as the prime contractor and to describe their capabilities.
If your firm is interested and capable of performing the work identified in the project description, then please provide a response to the MARKET SURVEY. Responses to this MARKET SURVEY must contain the following information:
1). Complete the attached spreadsheet form.
2). Statement of Capability (SOC): Provide a minimum of three (3) recent OCONUS ICD-705 construction projects, in receding order based on date of completion, of similar size, scope, and complexity your firm has performed as the Prime Contractor to demonstrate your company’s recent experience, past performance, and knowledge required to perform the construction scope described above. Recent is defined as having been 100% successfully completed within the last ten years.
Additionally, please include the following:
- State whether the project was completed independently as the prime contractor or affiliated with another contractor (in a joint venture or as a subcontractor).
- For each project listed in your SOC, provide a project title, total contract amount, amount of your Prime, Joint Venture or Subcontractor effort, location, and customer Point of Contact.
- Indicate how many projects, project titles, respective values, and project years the projects were performed simultaneously.
Firms are advised that while experience older than ten years or not yet 100% complete may demonstrate capability to perform the scope of work, it may not indicate that the firm could be competitive during a future solicitation where only the most recent ten years of experience will be accepted. USACE may make an acquisition strategy determination based on the likelihood that a sufficient pool of qualified contractors will be competitive on a future solicitation.
3). Describe three (3) critical construction project risks encountered on the top three (3) listed SOC projects, and mitigation steps taken to minimize or remove the risk. An example of a project risk is long lead-times for procuring, transporting, and receiving material.

DEADLINE FOR RESPONSES:
Responses will be actively accepted until COB 14 December 2022. Late responses may be submitted for consideration via email, but interested firms are encouraged to submit their responses as soon as possible.
