Description

The Department of Energy, Western Area Power Administration (WAPA), Desert Southwest Region
(DSW) invites you to submit a quote for Vail/Tortolita Conductor under Request for Quotes (RFQ)
89503123QWA000239.
This solicitation is issued as full and open competition. The NAICS code is 335931 and the applicable size
standard is 600 Employees. This letter is not an integral part of the RFQ, which is a self-contained standalone
document. In the event of any conflict between the contents of this letter and the enclosed RFQ,
the RFQ language shall prevail.
The enclosed RFQ consists of Standard Form (SF) 1449, Contract Terms and Conditions, Solicitation
Provisions, and Attachments A, B, C, D, E, F. Any clause or provision incorporated by reference in this
RFQ may be viewed in its entirety at the following web site: https://www.acquisition.gov/. This is a Firm
Fixed Price contract. FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13.5
Simplified Procedures for Certain Commercial Products is being utilized for this requirement. The World
Trade Organization Government Procurement Agreement (WTO GPA) is applicable IAW FAR Part 25.4
Trade Agreements.
Quoters are advised to closely review all contract clauses and solicitation provisions attached to the
SF1449. Additionally, quotes shall include all information/documentation as identified in Attachment E,
Addendum to Instructions to Offerors—Commercial Products and Commercial Services. Quoters are
advised to inspect the entire solicitation for certifications or other information that may be required.
In no event shall telephone discussions be construed as changes to the solicitation or place conditions
on the solicitation. Only written amendments to the solicitation issued by the Contracting Officer shall
constitute a change to the solicitation or specifications.

NO PHONE CALLS will be accepted regarding RFQ questions.
Quotes must be received by the date and time indicated in Block 8 of the SF1449. Quotes may be
submitted electronically by e-mail to Contract Specialist, Don W Reed (dreed@wapa.gov) or via
www.FedConnect.net.
Contractors must be registered in the System for Award Management (SAM) database (www.sam.gov)
to be eligible to receive an award from any Federal agency. By submission of a quote, the quoter
acknowledges the requirement that a prospective awardee must be registered in the SAM database at
time of quote submission award, during performance, and through final payment of any contract
resulting from this solicitation.
