LIFE SUPPORT SERVICES FOR THE TENNESSEE ARMY NATIONAL GUARD’S FY24 XCTC EXERCISE

The Tennessee Army National Guard (TNARNG) Purchasing and Contracting Office for the United States Property and Fiscal Office (USPFO) TN located at 3041 Sidco Dr. Nashville, TN, is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total small business set-aside in accordance with FAR Subpart 19.5. The North American Industry Classification System (NAICS) Code for this requirement is 561210 Facility Support Services with a size standard of $47 million.  This solicitation incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 2024-02, effective 22 January 2024.  This is a Request for Proposal (RFP) for a full turnkey solution for Base Life Support Services for multiple locations in the North Fort Cavazos, TX Training Areas. These services include: Portable Light Tower Sets, Laundry Trailers, Dumpsters & Trash Removal, Potable Water Supply, Refrigerated Trucks, Portable Chemical Latrines, Handwashing Stations, Sleeping Tents, Feeding Tents, Power Generation, Gray & Black Water Removal, Forklifts, Shower Trailers, Latrine Trailers, Catered Meals and Workspace Tents. The Contractor MUST BE ABLE TO READ A TEN (10) DIGIT GRID COORDINATE** Please see Performance Work Statement (PWS) for details.

The Government intends to award a Single Award Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Contract against which individual Task Orders will be placed for specific services. Task Orders will be issued from the United States Property and Fiscal Office Tennessee Purchasing and Contracting (USPFO-TN-P&C).

The Minimum Guaranteed Order for this contract is $2,500.00. The total ceiling value over the life of this contract is not-to-exceed $9,000,000.00.

Evaluation Criteria:

We will use Lowest Price Technically Acceptable (LPTA) to evaluate all proposals.  Specific factors and subfactors include the technical acceptability in accordance with the Performance Work Statement (PWS), Past Performance and the price of the overall proposal.
