Description

  1. POSITION TITLE:  Senior Executive Management Advisor (USAID Tunisia & Libya)
  2. MARKET VALUE: $ 112,890.00 to $ 146,757.00 equivalent to GS-15. Final compensation will be negotiated within the listed market value.
  3. PERIOD OF PERFORMANCE  One year starting on/about March 12, 2023, to on or about March 09, 2024, with the possibility of 2 one-year extensions depending on the need for continuation of services, availability of funds, and satisfactory performance.
  4. PERIOD OF PLACE OF PERFORMANCE:  Tunis, USAID/Tunisia
  5. ELIGIBLE OFFERORS: U.S. citizens, or lawful permanent U.S. residents, or both types of persons (USNs) are eligible offerors per AIDAR 702 and Appendix D

General Statement of Purpose of the Contract 

The democratic reforms that have taken place in Tunisia over the past few years present both unprecedented opportunities and immense challenges for the U.S. Mission. The U.S. Government, through engagement with all levels of the Tunisia government, civil society, and private sector, is collectively poised to create tangible incentives for Tunisia to deepen and sustain reforms. USAID Tunisia and the USAID Libya LEO situated in Tunis are both set to significantly expand their staffing numbers and establish joint offices in commercially leased offices one mile from the American Embassy in Tunis. The position requires a highly experienced individual with firsthand knowledge of the myriad USG processes supporting USAID Tunisia and Libya.

This position is for a USPSC Senior Executive Management Advisor/EXO, located in Tunis, Tunisia to support USAID Tunisia and Libya until such time as a Direct Hire EXO is assigned.

  • Coordinates administrative services with the Middle East Regional Platform (MERP) offices in providing administrative support to both USAID Tunisia and Libya.
  • Plans, directs, and administers the management functions of the mission including supervising Executive Office staff; develops, interprets, and ensures implementation of administrative management policies, regulations, and procedures; formulates, interprets, and communicates long-range principles, policies, and objectives for administrative services programs. Serves as the key communicator of new administrative policies and procedures.
  • Prepares workforce planning scenarios based on various budget scenarios; provides policy advice and guidance on the management and support functions and services required for effective program implementation.
  • Participates in project planning and review to evaluate administrative support implications, feasibility, projected costs, and drafting or advising on appropriate administrative support budgets; advises and supports the Mission Director on the full range of personnel matters, including development and implementation of appropriate personnel procedures and planning.
  • Analyzes mission management requirements and develops, in cooperation with the Controller, the operating expense and administrative program support budgets for the mission. Directs the administration of the operating expense budget and administrative portion of the program support budget to ensure prompt and legal obligation of funds.
  • Serves on Post Boards and Committees as required including the Joint Awards Program, International Cooperative Administrative Support Services (ICASS) Budget Committee, Housing Board, etc.; serves as the USAID Unit Security Officer (USO) and administers the mission security program under the guidance of the Regional Security Office (RSO) and M/SEC.

The Senior Executive Management Advisor/EXO reports directly to the USAID Tunisia Mission Director in coordination with the USAID Libya Country Representative.
