Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Massachusetts Army National Guard (MAARNG), 1ST Weapons of Mass Destruction Civil Support Team (WMD-CST) is seeking to procure nine (9) Spectroscopic Pagers (aka Rad Pager) for use with their Joint Hazard Assessment Team (J-HAT). The J-HAT plays a critical role in assessing and responding to hazardous incidents, providing vital information and support to CST operations. The spectroscopic pager will be utilized for rapid identification and analysis of various substances and materials; will be pocket-sized and worn on the body for the purpose of rapid detection and identification of radioactive materials. These devices are not intended to provide a measurement of dose-equivalent rate and WILL NOT be used for dose of record (NVLAP). Additionally, the pager will be used to inform and assist in the decision making process and not used for definitive identification.

The order shall be delivered within 60 days of award of the contract. The contractor’s staff shall be fully qualified, professional, and customer service oriented. The contractor shall ensure quality work performance in accordance with (IAW) applicable standards and guidelines.

Evaluation Criteria:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government.

Basis of Award is Price Only.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Submission of Quotes:

Proposed prices shall be firm fixed price (FFP) and inclusive of all labor, materials, lab fees, and associated services required to provide the supplies identified in this solicitation.

**Responses will only be accepted electronically via the e-mail addresses provided above. It is the vendors’ responsibility to confirm that their responses have been received.
