This posting provides a Draft RFP and updated documents for industry.  Draft RFP and updated documents are as follows:

  • HQ0852-23-R-0004 DRAFT
  • CODDS Industry Day Question and Answers – PDF dated 5/30/2023
  • Revised Draft Section “M” dated 5/30/2023 – Replaces Draft Section “M” dropped February 28, 2023.

MDA will consider industry feedback to draft RFP documents before the final CODDS RFP is released.  Industry feedback to the draft RFP documents or any other document posted to-date for this announcement is due on or before June 14, 2023 and must be must be submitted electronically to MDA-CTB-BC-Orgbox@mda.mil no later than 4:00 pm Central Time.  The subject of the e-mail transmitting the feedback should be, “CODDS Draft RFP Redline Review Tracking Spreadsheet.”  The preferred method of industry feedback is via tracked changes and comment balloons in the draft RFP documents with an accompanying spreadsheet entitled, CODDS Draft RFP Redline Review Tracking Spreadsheet so all feedback can be tracked to closure.

The Missile Defense Agency (MDA) develops an integrated Missile Defense System, integrating land, sea, air, and space-based assets to defend the United States, deployed forces, NATO Allies and Partners from missile attacks.  As the integrating element, Command and Control, Battle Management, and Communications (C2BMC) is at the core of the Missile Defense System.  As a subsystem of C2BMC, the CODDS provides the Combatant Commander with a Missile Defense System capability to collaboratively plan, coordinate, assess, optimize, and integrate High-Demand / Low-Density missile defense resources to defend the United States, US deployed forces, US allies, and friends against all ranges of missiles in all phases of flight.  The CODDS delivers the capability to perform pre-mission analysis to determine optimized asset pairings for efficient and effective missile defense, and it initializes operational C2BMC suites with validated Defense Design Data and supports Force Level planning processes.
