Description

This is a notice NOT a solicitation.

This requirement is for an Indefinite Quantity Contract for 12 each Multi NIIN’s / Multi FSC’s (see attached spreadsheet).  The RFP will cover requirements for an Indefinite Quantity Contract (IQC) for a 1-Year Base Period and Four, 1- Year Option Periods. The solicitation will be issued as a Total Small Business Set-Aside. The 12 Items are coded as a 1/C.

The RFP will be issued for an estimated annual quantity for the base year and each option years with a total of 5 years. The 12 Multi NIIN’s have a requirement for a Contractor First Article Test. The applicable North American Industry Classification System (NAICS) code assigned for this procurement, required delivery ARO, and estimated annual demand quantity for the base year and all option years will be annotated on the attached spreadsheet to include NSN’s that are listed as Critical Safety Items.

The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the Request for Proposal (RFP).  Suppliers must be registered in the System for Award Management (SAM) database at web portal www.sam.gov. This web portal consolidates the capabilities of the Central Contract Registry (CCR) and Online Representations and Certifications (ORCA). Annual updates to suppliers’ registration will be required. No Internet Quoting Service (IQS) or Electronic Bulletin Board (EBB) quotes will be accepted for this solicitation. Offerors must submit a completed solicitation package.

A copy of the solicitation will be made available via DLA Internet Bid Board System at https://dibbs.bsm.dla.mil/ on the issue date cited in the RFP.  From the DIBBS Homepage, select Search RFPs. Then choose the RFP you wish to download. RFPs are in portable document format (pdf).  To download and view these documents you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com.  A paper copy of the RFP will not be available to requestors.  Electronic offers and offers through DIBBS are unacceptable.  OFFERORS MUST COMPLETE A COPY OF THE SOLICITATION IN ORDER TO BE CONSIDERED FOR AWARD.  The solicitation issue date is on or about December 22, 2022.
