Description

The Army Contracting Command – New Jersey (ACC-NJ), on behalf of the Project Management Office – Combat Ammunition Systems (PM CAS), will hold a one-day Industry Day event on 17 January 2023. The purpose of the event is to provide technical requirements and program planning on 155mm Munition acceleration and expansion, including 155mm Projectile Load/Assemble/Pack (LAP), Metal Parts, Fuzes, Propellants, Primers, and associated materials. All information presented at the event will not be export controlled and will be Distribution A. The Industry Day will take place at the Hilton Garden Inn, Rockaway, NJ, from 0800-0930.  PM CAS will coordinate the scheduling all One-on-One sessions, which will take place from 0930-1700 during the day of the event. 

The Industry Day will inform the industrial base of the potential U.S. Army requirements to accelerate the production and delivery of 155mm Projectiles and ancillary equipment and the need to expand the industrial base capability. The areas of interest for the Industry Day may include, but is not limited to, the following:

  1. M231/M232 Modular Artillery Charge System Acceleration and Capacity Increases through existing production capabilities and industrial base investment;
  2. Legacy Propellant Interim Solutions – Restart Legacy Propellant Charges to include, but not limited to, the M119A2 and M203A1 Propellant Charges;
  3. 155mm LAP, Metal Parts (Current Designs and Modular Artillery for Combat Effectiveness variant), Energetics and Rocket Grains, Inspections, and Components (Supplemental Charges, Metal Containers, Lifting Plugs);
  4. Artillery M82 Primers and Fuzes (All Types);
  5. 155mm XM1128 Projectile Production Acceleration;
  6. Multi-Option Fuze for Artillery (MOFA) Production Acceleration;
  7. M762A1/M767A1 Fuze Production;
  8. M739A1 Fuze Production Acceleration; and 
  9. Propellant, Explosives, and Raw Material Industrial Base Investments.

Government Technical Data Packages (TDPs) will NOT be released within this Special Notice. If the USG pursues the requirements discussed at the Industry Day, Government TDPs may be released in separate Sources Sought Notices for each effort contemplated. All contractors interested in future solicitations must be registered in the System of Award Management (SAM) in order to be eligible for an award.

Each Business/Organization in attendance will also have the opportunity to request to meet with the Government in planned One-on-One sessions. Each One-on-One session will last no more than twenty (20) minutes to request clarification on any information provided during the course of these Industry Day. These sessions may also be used for company proprietary capability briefs relevant to emerging requirements. Businesses/Organizations interested in attending a One-on-One session must contact ACC-NJ point of contact listed below no later than 06 January 2023 with their intentions. Those who have expressed a desire to have a One-on-One session will be provided with the time and location for their respective One-on-One meeting before the Industry Day is held. Further instructions for these One-on-One sessions will be given during the introduction of Industry Day.

Businesses/Organizations interested in sending representatives to the Industry Day and participating in the One-on-One sessions shall notify the Cameron Sacco, Contract Specialist and Amy Sentner, Contracting Officer vial electronic mail  (e-mail) ONLY, no later 5:00pm on 06 Janaury 2023 with the following information: Company Name,  Address, Cage Code, Name(s) of Individual(s) attending, Country of Citizenship, Telephone Numbers  and E-mail Addresses. Each business/organization is limited to a maximum of four representatives.  

REQUIREMENTS FOR FOREIGN VISITORS:  All foreign visitors are to comply with the requirements identified in the two attachments.  Coordination is directly between the visitor and the Joint Porgram Executive Office Armaments & Ammunition POC identified in the attachments.  It is the company's responsibility to comply with the timeframes identified to obtain the necessary approval to attend the event.

IMPORTANT INFORMATION: This Industry Day is for informational and planning purposes only and shall NOT be construed as a Request for Proposal or White Papers; therefore, no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with attending this event or any follow-up information requests. This notice is not to be construed as a commitment by the Government for any purpose other than market research.
