Notice of Intent to Award Sole Source- Blanket Purchase Agreement for ENVI and IDL Geospatial Software Products and Support.

NASA Shared Services Center (the NSSC) has a requirement for Harris Geospatial ENVI and IDL products and services.

The NSSC intends to issue a sole source Blanket Purchase Agreement to Harris Geospatial Solutions, Inc., 385 Interlocken Crescent Suite 300, Broomfield, Colorado  80021, under the authority of FAR 6.302-1 and FAR 8.405-6. It has been determined that Harris Geospatial Solutions, Inc. is the sole provider of ENVI and IDL products and services.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Centers.

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 511210.

This notice of intent is NOT a request for competitive proposals, however interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 1 June 2022 at 1400hrs Central Standard Time.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
