Description
SECTION 1 – BACKGROUND
As a Center-level policy office, NCHHSTP’s Office of Policy, Planning, and Partnership needs awareness of the legislative and regulatory landscape at both the federal level and across all states and territories. This awareness is required in order to ensure timely, effective policy analysis conducted by our office. It is critical that NCHHSTP leadership have up-to-date awareness of current policies being considered federally and at the state level and the indepth analysis of how those policies may effect our center’s programmatic responsibilities.
Given the breadth of NCHHSTP’s disease portfolio and multiple at-risk populations of focus, the volume of potential policies across the United States is too large for our office to manage with our existing resources. Legislative tracking will allow our office to identify and analyze potential policy changes being considered across the U.S. in a timely manner and equip NCHHSTP leadership with the knowledge to ensure programmatic operations.
SECTION 2 – PURPOSE/OBJECTIVE
The purpose of the contract is to procure access to a legislative tracking subscription to provide detailed legislative monitoring with data collection, including identification of measures from the numerous bills that are introduced each year by state legislators that may impact policy decisions in our organization. The results, delivered online in real-time, will ensure that the Policy Office in NCHHSTP’s Office of the Director will have the latest information aservs it relates to important state, local, and federal proposals from the point of introduction to final resolution.
SECTION 3 – SCOPE OF WORK
The contractor shall provide access to a legislative tracking subscription that provides detailed monitoring with data collection, including identification of measures from the numerous bills that are introduced each year by state legislators. The subscription should allow for filtering of information in order to focus on nuanced context and application of a bill, rather than just keywords or terms. Results should be delivered online, in real time to ensure we have the latest information available as it relates to state, local, and federal proposals from introduction to final resolution. Access shall be provided to up to ten (10) subjects / topics within the tracking subscription that are relevant to subject matter within NCHHSTP, such as HIV, tuberculosis, viral hepatitis, substance abuse harm reduction, and STD’s.
SECTION 4 – TASKS TO BE PERFORMED
Task: Legislative Tracking Subscription
1. The contractor shall provide access to a legislative tracking subscription that provides detailed monitoring with data collection, including identification of measures from the numerous bills that are introduced each year by state legislators. Results from the legislative tracking subscription should be delivered online, in real time.
a. Access shall be provided to up to ten (10) subjects/topic areas that are relevant to NCHHSTP, such as HIV, viral hepatitis, and tuberculosis.
