The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is issuing a Request for Quotes (RFQ) for a Firm Fixed-Price contract to perform work in accordance with work package HRMC-HM&E-23-0010. The required work shall take place at the contractor’s facility. The tentative Period of Performance is 14 August 2023 – 16 February 2024.

The solicitation number for this requirement is N32253-23-Q-0049. Proposals will be due on 26 July 2023 at 0900 HST. Submissions are to be emailed to both the primary and the secondary point of contacts listed in this posting.

This solicitation is prepared in accordance with the format in FAR Part 13, as supplemented with additional information included with this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular (FAC) 2023-04, DFARS (last updated 03/29/2023) and NMCARS 18-22.

This requirement is a 100% small business set-aside. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 and the size standard for this NAICS code is 1,300 employees. The Product Service Code is J020 Maintenance, Repair, and Rebuilding of Equipment- Ship and Marine Equipment. All firms or individuals responding must be registered with the System for Award Management (SAM) https://www.sam.gov by the award date.

Addendum to FAR 52.212-1 provides instructions on what documents must be included in your submission.

Addendum to FAR 52.212-2 provides evaluation factors upon which all submitted proposals will be evaluated.

FAR 52.204-24: Section (d)(1) and (d)(2) of this provision must be filled out by the Offeror.

Site Visit: One ship check opportunity will be offered on Thursday, 06 July 2023, 0900 HST at Sierra 1 Pier Boat House

A RSVP is required in order to attend this ship check. Please send RSVP by Wednesday, 05 July 2023, 0900 HST to Yijia Li at yijia.li2.civ@us.navy.mil and Deanna Yoshida at deanna.k.yoshida.civ@us.navy.mil.

The RSVP email shall contain the following: Company Name, CAGE Code, Name and Title of Attendee, and Contact Number. Visitors are limited to three (3) individuals per interested party.
