Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.

The solicitation number is 70Z035-21-Q-0000115 and is issued as a Request for Quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101.  Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror” or a derivative of that word appears, it is changed to "quote/quoter” or a derivative of that word.

USCG Sector Anchorage has a requirement to purchase:

Contractor to provide exercise design expertise and video and still image data processing for the use of an Unmanned Aircraft System (UAS) for the U.S. Coast Guard Sector Anchorage’s annual geographic response strategy validation exercise.

Exercise design consultation for planning, execution and data analysis is provided to enable the USCG to execute the 2022 PREP FE ACP GRS Validation (National Preparedness for Response Exercise Program Functional Exercise for Area Contingency Plan Geographic Response System Validation). The exercise will be conducted on Kodiak Island, a high threat area for oil discharge response under the USCG Sector Anchorage’s Federal on Scene Coordinator authority and jurisdiction.

This exercise meets USCG Sector Anchorage requirements under the Oil Pollution Act of 1990 (OPA 90) and the National Oil and Hazardous Substance Pollution Contingency Plan (NCP), 40 CFR Part 300 (as further detailed in the USCG Marine Environmental Response Manual, COMDTINST M16000.14, and the National Preparedness for Response Exercise Program (PREP) Guidelines), in addition to the USCG Arctic Strategy (May 2013).

Consultation is required for Alaska specific UAS operations, operational planning, design exercise specifications, including Tier II review, scheduling, beyond line-of-sight waivers, travel and supply logistics, and on sight supervision of UAS systems, trained UAS pilots within a simulated oil discharge event. Consultation also includes evaluation of Arctic and Western Alaska Contingency Plan UAS protocols efficacy, and recommended improvements, as appropriate. Further, geospatial data processing of raw vide and still imagery is required for utilization across multiple federal and state agencies and inclusion into the Arctic and Western Alaska Area Contingency Plan, Environmental Response Management Application (ERMA), and NOAA Shore Line. Both the raw video and stills as well as any data analysis product must be made available within the contract period of performance. All aspects of the exercise will be in full compliance with the Arctic and Western Alaska Area Contingency Plans and all other related UAS policy, guidelines and/or best practices.

Consultation Specifications:

a. The ability to support USCG Marine Environmental Response Manual, COMDTINST M16000.14 Validation Level II.

b. Available for Period of Performance: August 01, 2022 to September 30, 2022.

c. Ensure compliance with FAA Part 107 Operations.

Data Processing Specifications:

a. Collect still and video imagery of Geographic Response Strategy sites as directed by USCG.

b. Process imagery data for inclusion into Arctic and Western Alaska Area Contingency Plan, Environmental Response Management Application (ERMA), and NOAA Shore Line.
