Description

The Government Intends to Award a Regional Grounds Maintenance Contract for NAVFAC Washington's Area of Responsibility.  This includes the Walter Reed Military Medical Center, NSF Carderock, Dalecarlia, the Naval Observatory, the Vice Presidents Residence, Washington Navy Yard, Joint Base Anacostia Bolling, Naval Research Labs,  Arlington Service Center, NSF South Potomac Indian Head and Marine Corps Base Quantico.

The required services include Recurring and Non Recurring Work for Landscaping, Pest Management and Snow Removal.  The contract will be for a Base Year and Four One Year Options.  

(i) Amendment 0001 added 1430 Hours on January 9th, 2020  (The entire no is N4008020R0011  0001)

(ii)  J-1503060  Second Upload  January 10th, 2020  (To troubleshoot downloading problems).

(iii)  Amendment 0002 Added 1530 Hours on January 14th, 2020 (The entire no is N4008020R0011 0002)

(Amendment 0002 has a new date for the site visits and preproposal conference.)

(iv) adding CBA  January 14th, 2020

(v)  Amendment 0003 is hereby added with Conference Call In No, Amendment to J1503050 - -8(f) for Bethesda Grounds, C-0200000 Management and Administration V2.9_Rev_01.24.20, new Blank Elins, RFIs and Maps for Bethesda were added

(vi)  Amendment 0004 is hereby added with  (i) Pre Proposal Slide Presentation, (ii) Pre Proposal Sign In sheet, (iii) New Elins, (iv) New Proposal Due Date (February 20th @ 2PM and (v) a note concerning responses to RFIs. 

(vii)  Amendment 0005 is hereby added -  Amendment 0005 Adds a new proposal due date of 27 February 2020.  (Also, there is a note that says NAVFAC is still working on RFIs.)

(viii) Amendment 0006 is hereby added with a new Proposal Due Date and Attachments 21 throught 33.  The new proposal due date is 5 March 2020 at 2PM.  The attachments starts with Attachment 21, Written Responses to RFIs, and Attachment 22, New Blank Elins Dated Feb, 13, 2020.   The other attachments are updates to Sections J-1503050 and J-1503060.

(x) Amendment 0009 - (i) changes the proposal due date to March 12, 2020 2 PM. (ii) Adds Responses to RFIs See Attachment 37 and (iii)  Restates Section L from the solicitation with the new proposal due date.

(xi)Amendment 0010 - Permits respondents to submit their PPQs with their proposal or by having the person who completes the Questionnaire send it to NAVFAC.

(xii) Amendment 0011 - The purpose of this amendment is establish a new proposal due date of 17 March 2020 2PM.

(xiii)  Amendment 0012 - The purpose of this amendment is to establish a new proposal due date of 20 March 2020.  (Proposals are still due by 2PM).

(xiv) Amendment 0013  - The purpose of this amendment is to establish a new proposal due date of 27 March 2020. (Proposals are still due by 2pm).

(xv)  Amendment 0014 - The purpose of this amendment is to establish a new proposal due date of 7 April 2020.  (Proposals are still due by 2PM).

(xvi)  Amendment 0015 - The purpose of this amendment is answer a question on the Past Performance Questionnaire.

(xvII)  Amendment 0016 - The purpose of this amendment is to establish a new proposal due date of 14 April 2020.  (Proposals are still due by 2 PM.)

(xviii)  Amendment 0017 - The purpose of this amendment is to establish a new proposal due date of 20 April 2020. (Proposals are still due by 2 PM.)  (The amemndment adds - Instructions for submitting proposals electronically will be a future odification. )                                                                                    (xix)  Amendment 0018 is hereby  added.   Amenment 0018  (i) moves snow from recurring work to non recurring work.  (the minimum guarantee is included in the rrecurring work,  (ii) adds DOD safe instructions/ proposal submittal procedures. (iii)Changes the proposal due date to April 23rd at 5 pm EST,  (iv) warns offerors of a potential electronic submission error that offerors may need to troubleshoot and finally, the contracting officer is now Jillita Bulluck (EMAIL Jillita.Bulluck@Navy.Mil) . ( Amendment 0010 permitted offerors to have the PPQs submitted directly to the contract specialist and Contracting offeror or submit them with their proposal.  In this case, please note the change in contracting officer)..  There are four new attachments: a revised C-150360 Pavement clearance Snow, New Elins J-0200000-10_Elins_Blank, DOD Safe Instructions and DOD PKE Reference Guide in case there is a problem with the SSL.

(xx)  Amendment 0019 takes the proposal due date out until April 28th at 5 PM  (See Amendment 0018 for proposal submittal instructions).

(xxi)  Amendment 0020 takes the proposal due date out until April 30th at 5 PM.  Amendment 0020 also removes snow from Naval Support Facility Indian Head and addresses an RFI.  There are new attachments. See page 3 of the amendment for the two new attachments.   There is a new C-1503060 Pavement Clearance Snow and J-0200000-10 Elins Blank

(xxII) Amendment 0021 adds new Elins (Sheet 1 in the Blank Elins was deleted).  There is also a new proposal due date of 1 May 2020.  The time is still 5PM  (The proposal submittal instructions are in Amendment 0018).

(xxiii) Amendment 22 is just to fix an issue in BETASam.  It does not change anything in the Solicitation.

(xxiv)  Amendment 23 is posted to fix a minor issue in the Blank Elins.  Offerors can used the revised Elins associated with amendment 0023 or 0021.   The Amendment has a more detailed description of the specific issue.   The new proposal due date is 5 May at 5PM.

(xxv)  Amendment 24 is posted to fix issues in the Blank Elins. (Note this Amendment is 3 Pages.) The Amendment has a description of the changes to the ELINS.  The new proposal due date is 7 May at 5 PM ET.

(xxvi) Amendment 25 is posted to fix issues in the Blank Elins. The Amendment has a description of the Changes to the ELINS.  The new proposal due date is 11 May at 5 PM

Offerors are advised to submit their proposal earlier to allow ample time to troubleshoot any electronic submission errors.                                                                                                                                                                                                   

Notice of AWARD to DSA, LLC; GADSDEN, AL

CONTRACT ANNOUNCEMENT

DSA LLC (8a Small Business); 311 S 5th ST STE C; Gadsen, AL 35901, has been awarded a $49,407,757 Firm Fixed Priced contract for Regional Grounds Maintenance.  Work will be performed in NAVFAC Washington’s Area of responsibility, and is expected to be completed by 30 September 2025.  The solicitation envisioned a one year base and four one-year option periods. This contract was competitively awarded on Sam.Gov under solicitation N40080-20-R-001.  NAVFAC Washington; 1314 HARWOOD ST SE B212 4th Floor; WNY, DC 20374 is the administering office.
